- Persons who have retired from government service upon attaining the age of superannuation and are below the age of 65 years old, have good service records, and are physically fit shall be eligible for the above posts.
- Persons against whom departmental proceedings criminal cases or vigilance cases are contemplated or pending or who have been penalised for misconduct during the period preceding five years will not be eligible for the above posts.
- The person having more than one spouse living shall be eligible for the above posts.
